eFaktura & eOtpremnica

Connect to Serbia's SEF system for e-invoice and e-delivery note management.

Connect Stogly to the Serbian e-Invoice system (SEF — Sistem eFaktura) to automatically receive and manage electronic invoices and delivery notes.

Overview

Stogly integrates with the Serbian government's eFaktura system to:

  • Automatically receive supplier invoices (eFaktura)
  • Accept or reject invoices directly from the portal
  • Send customer invoices to SEF
  • Manage e-delivery notes (eOtpremnica) for goods movement tracking
  • Auto-match received invoices against your purchase orders
  • Auto-create POs when no matching order exists

Prerequisites

Before setting up the integration, you need:

  1. eFaktura API key from the Ministry of Finance portal: https://efaktura.mfin.gov.rs/api-management
  2. eOtpremnica API key from the e-delivery portal: https://adminmodul.mfin.gov.rs/api-keys/eotp
  3. Your organization's PIB (tax identification number)
  4. Demo API keys for testing (available from https://demoefaktura.mfin.gov.rs and https://demoadminmodul.mfin.gov.rs)

Setting Up the Connection

Step 1: Open SEF Settings

  1. Navigate to Settings > Organization Settings
  2. Click the eFaktura & eOtpremnica tab

Step 2: Configure eFaktura

  1. Environment: Select "Demo (Testing)" for initial setup, switch to "Production" when ready
  2. eFaktura API Key: Enter your eFaktura API key (from https://efaktura.mfin.gov.rs/api-management)
  3. Organization PIB: Enter your company's tax ID
  4. Click Test Connection to verify the API key works

A green success badge confirms the eFaktura connection is active.

Step 2b: Configure eOtpremnica

  1. Environment: Select the same environment as eFaktura (Demo or Production)
  2. eOtpremnica API Key: Enter your eOtpremnica API key (from https://adminmodul.mfin.gov.rs/api-keys/eotp)
  3. Click Test Connection to verify the API key works

A green success badge confirms the eOtpremnica connection is active.

Step 3: Configure Automation

Step 3b: Configure Webhook Notifications (Optional)

To receive real-time notifications when invoices and delivery notes are processed:

  1. eFaktura Webhook Setup:
    - Go to your SEF eFaktura account at https://efaktura.mfin.gov.rs

    - Navigate to Settings > API endpointi

    - Copy the Stogly webhook URL from Stogly SEF Settings and paste it into the eFaktura portal

    - This allows real-time invoice reception instead of waiting for polling intervals
  1. eOtpremnica Webhook Setup:
    - Go to your SEF eOtpremnica account at https://adminmodul.mfin.gov.rs

    - Navigate to Settings > Kanali komunikacije > Webhook

    - Copy the Stogly webhook URL from Stogly SEF Settings and paste it into the eOtpremnica portal

    - This enables real-time delivery note notifications

Step 3c: Auto-Send Invoices (Optional)

To automatically send customer invoices to eFaktura without manual action:

  1. In SEF Settings, look for the checkbox: "Automatski pošalji E-Fakturu na SEF" (Auto-send eFaktura to SEF)
  2. Enable this setting if you want all new customer invoices to be automatically submitted to the SEF system
  3. Disable it if you prefer to review and manually send invoices

Step 4: Save Settings

Click Save to activate the integration.

Email Notifications

In the Notifications section of SEF Settings you can choose which events trigger an email:

Use the Notification email field to send these emails to a specific address. Leave it empty to send notifications to your organization's administrators. Each email includes a deep link to the related invoice or delivery note in the portal.

Receiving eFaktura Invoices

Automatic Polling

When polling is enabled, the system automatically checks for new invoices at your configured interval. New invoices appear in Procurement > Supplier Invoices with an "eFaktura" badge.

Manual Polling

To check for new invoices immediately:

  1. Go to Procurement > Supplier Invoices
  2. Or use the Poll Now button in SEF Settings

Invoice Source Indicators

Invoices in the list show their source:

  • eFaktura (blue badge) — received from SEF
  • PDF (gray badge) — imported from PDF file
  • No badge — created manually

Accepting or Rejecting on SEF

For eFaktura-sourced invoices, you can accept or reject them directly:

  1. Open the invoice Match Details
  2. The SEF status badge shows the current state (Pending, Accepted, Rejected)
  3. Use Approve to accept on SEF
  4. Use Dispute to reject on SEF (with notes)

Sending Customer Invoices to SEF

For outbound invoices (to your B2B customers):

  1. Navigate to your customer invoice
  2. Click Send to eFaktura
  3. The system generates UBL 2.1 XML and submits it to SEF
  4. Track delivery status in the invoice details

Invoices Created Directly on the SEF Portal

If you issue invoices directly on the SEF web portal (instead of from Stogly), Stogly can import them automatically. Enable "Import invoices created on SEF" in Settings > SEF integration (off by default) — imported invoices then appear in Invoices within a few minutes, marked "Imported from SEF", and their accepted/rejected status keeps updating from SEF just like invoices sent from Stogly.

E-Delivery Notes (eOtpremnica)

Viewing Delivery Notes

  1. Navigate to Procurement > E-Delivery Notes
  2. Filter by direction:
    - Inbound — delivery notes from your suppliers

    - Outbound — delivery notes you send to customers

Accepting/Rejecting Inbound Notes

For inbound delivery notes:

  1. Click the ✓ (Accept) or ✗ (Reject) button
  2. The response is sent to SEF automatically

Polling for New Delivery Notes

Click Poll to check for new delivery notes from the SEF system.

How Auto-Matching Works with eFaktura

When an eFaktura invoice is received:

  1. The system identifies the supplier by PIB (tax ID)
  2. Invoice items are matched against your products using supplier price list mappings
  3. If auto-match is enabled, the system automatically searches for matching POs
  4. If no PO exists and auto-create PO is enabled, a PO is created with status "Received"

Troubleshooting

Tips

  • Start with demo environment — test the integration thoroughly before switching to production
  • Set up supplier PIBs — the system matches suppliers by tax ID, so this must be configured
  • Configure supplier price lists — product matching works best with explicit supplier product name mappings
  • Enable auto-match — saves time by automatically linking invoices to POs
